Shelter Program Manager

Reports to: Executive Director

About Us: Open Arms is a stand-alone private non-profit, the only agency in Hancock County providing domestic and sexual violence services 24 hours per day, 365 days per year. 

Our Mission: Serving individuals affected by domestic violence and sexual assault through crisis intervention, emergency shelter, outreach, advocacy, prevention and education.  

Position Summary: The Program Manager oversees daily shelter operations, supervises staff, and maintains a safe, supportive environment for survivors and their children. This role blends leadership, crisis‑response expertise, and program development.                                       

Required Qualifications:

  • Prior work experience or bachelor’s degree in social services/related field
  • 3+ years of supervisory or leadership experience
  • 3+ years of experience in domestic violence services, shelter operations, or related crisis work
  • Ability to relate to persons of all socioeconomic levels
  • Ability to handle crisis situations
  • Valid Ohio Driver’s License
  • Acceptable Background Check
  • Excellent verbal and written communication skills
  • Excellent interpersonal skills with the ability to manage sensitive and confidential information
  • Exceptional organizational skills and attention to detail

Responsibilities:

  • Oversee the efficient operations of the shelter and related business matters
  • Recruit, interview and recommend direct care employees for hire
  • Provide initial and ongoing training to team members
  • Provide assigned employees with corrective action and recommend for termination as necessary
  • Maintain written records as required per agency policy and procedures
  • Assure coverage of shelter
  • Coordinate specialized and continuing education for staff
  • Oversee statistics and quality of service measures
  • Supervise direct care staff
  • Answer shelter client grievances
  • Provide trauma-informed services to survivors
  • Assist with executing agency goals and strategic plans
  • Participate in community education and awareness activities as assigned
  • Cross train to provide coverage as needed in other programming areas
  • Assist with special projects
  • Participate in/coordinate community meetings as required
  • Assume duties of Executive Director in their absence
  • Participate in on-call and on-call supervisor rotations
